IE Design Mode is a plug-in to add to Internet Explorer. Once added, it creates a new option in the IE contextual menu that lets you change the active window at that moment to design mode.
When you change, with IE Design Mode in the design mode you can change the position of the images and other objects, modify the text, copy a new text, etc. Once all the changes have been made, you can save it in HTML format on your hard drive.
Of course, all these changes are only made in your PC, logically. The original Internet webpage suffers no changes at all. To be able to use IE Design Mode you need Internet Explorer 6.0 or later.
